Across Europe, greenhouse gas (GHG) values for biomethane produced from multiple feedstocks (co-digestion) are currently calculated using different approaches. Some systems apply a single averaged GHG value to all biomethane produced, while others allow feedstock-specific GHG values. This lack of consistency creates uncertainty for producers and the market.
With the review of Annex VI of the Renewable Energy Directive (RED) underway and the upcoming RED IV, ERGaR, the European Biogas Association (EBA) and Eurogas call for a clear legislative choice for producers.
Producers should be able to either apply an averaged GHG value for their biomethane production or, where feasible and auditable, allocate GHG values per feedstock using mass- or energy-balance methods. This approach safeguards the value of low-carbon inputs such as manure, improves market transparency, and respects the principles of neutrality and proportionality.
Our proposal:
- Allow both calculation methods for co-digestion (averaged and feedstock-specific), subject to identical audit requirements.
- Clarify RED Annex VI(b)(1), harmonise guidance across registries and voluntary schemes, and ensure consistent implementation of the Union Database to support cross-border trade.
