ERGaR has joined EBA, Energy Traders Europe, e-NG Coalition, ENTSOG, Eurogas, Europex and GIE in a joint paper on the recast of Implementing Regulation (EU) 2022/996.
The paper supports stronger traceability and fraud prevention through the Union Database, while stressing that the rules must remain technically sound and compatible with Europe’s interconnected gas market.
Key priorities include:
- preserving a workable mass-balance system and realistic operational deadlines;
- ensuring a clear and predictable route for third-country imports;
- clarifying GO cancellation for exports and national certificates;
- maintaining robust but proportionate auditing requirements;
- recognising different liquefaction pathways on a level playing field; and
- removing unnecessary regulatory barriers to hydrogen blending.
The objective is to strengthen market integrity without creating unnecessary barriers to liquidity, trade and investment in biomethane, e-methane and RFNBOs.
